Paul Robinson, 36, 568 W. Briarcliff Road, was charged with driving while under the influence of alcohol, driving without insurance, improper lane usage and disregard for a stop sign at 4:45 p.m. Nov. 12 following a traffic stop on Flagstaff Drive near Emerson Drive.

There is also a Richard Grossman with a different middle initial. Same age bracket, could be the same person just used a different middle initial. These names sound familiar to me. I probally have come into contact with them when I was younger in High School days.

Suburban Towing Company Faces Numerous Allegations
NAPERVILLE, Ill. (CBS-2) -- "They stole my speakers. They stole my stereo. They stole my battery. They stole my oxygen censor," said Richard Rodriguez of Crest Hill.
Rodriguez says he is upset about the condition he found his car in after a towing company moved it from the parking lot of his apartment complex. He says it was stripped and ransacked.
"They stole my Christmas presents," Rodriguez said.
Rodriguez' 1997 Hyundai had been towed, because of an expired vehicle sticker, by Royal Auto and Towing, which is owned by Dwayne Ronczkowski.
Ronczkowski is a convicted felon with a record of fraud, theft and other financial crimes. In December, CBS 2 and the Naperville Sun first exposed allegations his company towed thousands of cars donated to charity, then stiffed the charities out of the proceeds.
Now the felon, who also tows cars from parking lots in Naperville, Bolingbrook, Lisle, Aurora and Crest Hill, faces new allegations. He's accused of towing cars and then quickly stripping and selling them to junk yards before owners have a chance to claim them.
That's what Rodriquez believes happened to his car, and he wants police and state regulators to take action.
"It's time they definitely did something about it," Rodriguez said.
When Rodriguez paid to get his car back, it was nowhere to be found on Royal's tow lot in Naperville. Police say that's a towing violation.
But CBS 2's surveillance camera had caught Rodiguez' car being towed out of a Royal lot. That's another alleged violation according to authorities.
Police are investigating whether his 1997 Hyundai was being illegally diverted to a place where it could be stripped of its parts.
Commander Craig Baner of the Illinois Commerce Commission says these illegal towing allegations, combined with the car donation scam, has led to one of the biggest automobile investigations by his office in state history.
"We've got the entire police division assigned to this," Baner said. "It's a widespread investigation at this point. We're putting a lot of man hours into it, and it involves the industry in general."
Last week the Illinois Commerce Commission, Secretary of State and Tri-County Auto Theft Task Force raided Ronczkowski's offices in Wheeling and Naperville.
Police seized records and uncovered illegally towed cars, a stolen car, and cited Ronczkowksi for operating while his license was suspended.
Authorities also found evidence the towing firm towed cars beyond the allowed 10-mile radius limit, which is what allegedly happened to Rodriguez's car when it was relocated from a Crest Hill apartment complex parking space.
Rodriguez believes there is additional proof the towing firm was trying to make a quick profit by junking his car for scrap money.
"They cut my radiator hose and they drained all oil and fluids from my engine," he said.
Salvage yard sources say the draining of oil and gas is done just before they turn on blow torches and dissect a car for valuable parts.
Bill Ibarra, who lives in Aurora and works in Naperville, says he was never contacted when his antique 1975 Chevy El Camino was towed from a Naperville parking space.
According to police, tow operators are required by law have to send a letter to vehicles owners informing them that their car has been towed and where it could be found.
"Wow," was Ibarra's first word to CBS 2 when he was told his car, for the last two months, has been in Royal's possession.
"This is the first I've learned of what happened to my car," Ibarra said.
Police say they found the antique car parked inside the Royal lot, jacked up on a mechanic's rack, being worked on. Criminal investigations also are underway.
"It's outrageous what's happening to some people, if everything that we're hearing is true," said Baner. "We are getting complaints daily."
An investigation is underway into the possible illegal towing of at least 3,834 donated cars by Royal since 2001. That would include the donation of a 1989 Jeep Cherokee made by Scott Allemeier of Chicago.
Allemeier was upset to learn who handled his charitable gift and says he feels deceived.
"I thought it would be nice to give a car to charity," he said.
But the proceeds from Allemeier's car never made it to the charity.
That's also what happened to Doug Cerulli of Naperville. He donated a 1993 Chevy Cavalier. It too was towed by Royal Auto and Towing and the charity says it did not receive the proceeds.
That angers Cerulli. "It's really sad. And not a dime went to charities," he said.
ICC investigators say it appears Ronczkowski's business did not have the proper towing permits to handle donated vehicles. If that's the case, he could face millions of dollars in fines.
Ronczkowski's business and another company, O'Hare Kars, run by convicted felon William Zuccaro, allegedly stiffed charities out of a combined 4,238 donated vehicles. The street value for those cars is $2 million.
The number of cars involved appears to be rising. Following the CBS2/Sun investigation, more charities are reporting missing cars and money.
"That's atrocious," said Baner. "And I think it's atrocious to any law enforcement out there."
Baner confirms O'Hare Kars also did not have the proper ICC public carrier permits to hall donated cars.
In Rodriguez' case, he says he filed a police report and mentioned this investigation to a Royal representative. Rodriguez says he was promised his car would be fixed. But he says he has no idea if he will ever get back all the items he says were taken.
"Enough is enough," a frustrated Rodriguez said.

(CBS) NAPERVILLE, Ill. A catchy radio jingle features children singing, “1-877-Kars-4-Kids, donate your car today.†But the Kars-4-Kids charity has caught the attention of law enforcement authorities who are investigating one of the largest alleged car donation scams in U.S. history.
“We have called (Kars-4-Kids) 24 times since our investigation started,†says Commander Craig Baner with the Illinois Commerce Commission Police. Baner says his team of investigators uncovered hundreds of documents tying Kars-4-Kids to unlicensed towing companies in Illinois.
The documents were discovered in January when ICC police raided towing companies in Naperville and Wheeling. The raids followed a CBS 2/Naperville Sun investigation that exposed felons running towing operations and profiting from charity car donations. The series of reports exposed how the operations O’Hare Kars and Royal Auto and Towing stiffed 187 different charities out of at least 4,237 donated cars worth millions of dollars. More...

Dwayne Ronczkowski runs Royal Auto and Towing Inc., formerly of Naperville. Royal was cited with more than 600 charges by ICC Police for violations in its handling of donated vehicles. The company lacked a public carrier permit to haul donated cars. ICC hearings were held, but police say Ronczkowski failed to show up, so the company's towing permits were revoked.
In the meantime, Royal's tow trucks were seized by a federal bankruptcy court trustee and its Naperville and Wheeling locations have since shut down.
