The Bolingbrook Police Department has released a summary of calls for service relating to former Sgt. Drew Peterson, his third wife Kathleen Savio, who died in March 2004, and fourth wife Stacy Peterson, who disappeared Oct. 28.

The summaries include the location of the conflict, date, type of call, reason for call, and action taken: _Calls for service at 392 Pheasant Chase: Feb. 2, 2002: Domestic Trouble _ Mutual argument between Drew and Kathleen. Drew left the residence. Kathleen's attorney was advised by supervisor.

May 3, 2002: Domestic Trouble _ Drew took the vehicle that Kathleen was driving (both were registered owners and still married). Vehicle was returned by Drew at 392 Pheasant Chase.

May 3, 2002: Domestic Battery, Disorderly Conduct _ Drew stated that Kathleen struck him, spit at him, and pushed him in the back. Drew did not want Kathleen arrested.

May 26, 2002: Battery _ Kathleen punched Stacy in the face because she was in the car when Drew was attempting to drop the kids off. Kathleen was arrested. Independent witnesses. Drew kept children. Kathleen charged and record was expunged by court order.

May 26, 2002: Domestic Trouble _ Kathleen complaining that she had sole custody of children. No such specification in court order. Drew kept children.

June 25, 2002: Visitation Interference _ Drew claiming that Kathleen would not turn over kids. Logged and referred to his civil attorney.

July 5, 2002: Criminal Trespass, Unlawful Restraint, Domestic Battery _ Kathleen claimed Drew broke into the house, and held her against her will. This was reported two weeks after the date of occurrence on 7-18-2002. Kathleen did not wish to file a complaint but report was forwarded to state's attorney for review.

July 11, 2002: Visitation Interference _ Kathleen claiming Drew was violating a court order. Logged for documentation. Dec. 5, 2002: Well Being Check, Visitation Interference _ Kathy claiming Drew is outside pounding on door. Kathleen states the kids are sick and she will not give them to Drew. Logged for documentation, referred to their attorneys.

Dec. 5, 2002: Alleged Violation of Order of Protection, Visitation Interference _ Drew upset he was not getting kids. No Order of Protection had been issued by the court. Logged for documentation.

Dec. 20, 2002: Notification _ Kathleen called advising she sent Stacy a certified letter advising that she will be arrested for trespass for future violations. Logged for documentation.

Jan. 2, 2003: Notification _ Kathleen called stating that the kids had a late doctor's appointment and that she would not make the scheduled drop off time to Drew. Logged for documentation.

Feb. 18, 2003: Citizen Assist _ Drew wanted to pick up kids. Kathleen stated they were sick and she was not turning them over. Logged for documentation.

June 2, 2003: Residential Burglary _ Kathleen believes someone entered the rear sliding glass door and took her diamond wedding ring and a pair of diamond earrings out of her bedroom and a camera out of the kitchen. Drew denies any involvement. No witnesses or evidence.

Sept. 4, 2003: Visitation Interference _ Kathleen claims Drew did not drop the kids off on time. Logged for documentation.

Sept. 9, 2003: Visitation Interference _ Kathleen upset that Drew is 10 minutes late in dropping off the children. Logged for documentation.

Sept. 9, 2003: Disorderly Conduct _ Kathleen claims Stacy called her several derogatory names while Drew was dropping off the children. Referred to the state's attorney's office for complaints.

Nov. 11, 2003: Visitation Interference _ Kathleen claiming Drew has children too long. Logged for documentation. _Calls for service at 6 Pheasant Chase Ct.:

April 28, 2002: Domestic Battery _ Kathleen showed up at Drew's residence and starting removing items from Drew's truck. Drew came outside and Kathleen started hitting him in the back. Did Drew Peterson break the law when he notarized a signature of his estranged wife, Kathleen Savio, on a legal form that allowed him to buy a house for himself and his 18-year-old girlfriend in 2002?

The Illinois Notary Act leaves open that possibility. But authorities on Friday still weren't commenting about the document, which includes a Savio signature that's markedly different from others she had penned.

Peterson needed a notarized "power of attorney" from Savio so he could get a mortgage for his house in Bolingbrook as the two were divorcing. According to state law, "a notary public shall not acknowledge any instrument in which the notary's name appears as a party to the transaction."

Court filings tell story

JOLIET -- Although we don't know much about Stacy Peterson's disappearance, we know other things.
They are found in files at the Will County Courthouse.

Knit together, these facts tell something about Bolingbrook Police Sgt. Drew Peterson, the missing woman's much-older husband. For example, while married to another woman, Drew Peterson, 53, owned several businesses and life insurance policies -- and that third wife later was found drowned in a bathtub without any water.

Fourth wife Stacy Peterson, a 23-year-old mother of two, hasn't been seen since Oct. 28. The young woman was supposed to help family members paint a house, but never showed. Drew Peterson claims his wife simply deserted him, but a family member reported her missing.
Savio's death

In early 2002, Drew Peterson and Kathleen Savio, the third wife, began divorce proceedings, according to court documents. They had been married about 10 years and had two children. In late 2003, Will County Judge Susan O'Leary dissolved their marriage. Their divorce was "bifurcated," in this case meaning they were allowed to divorce before their common property was divided, according to court documents.

Then in March 2004, a neighbor found Savio dead in the dry bathtub at her Bolingbrook home. It was an accident, Will County Coroner Patrick K. O'Neil ruled. The 40-year-old woman suffered blunt trauma and a lacerated scalp, injuries consistent with a fall that could have knocked her unconscious, according to the inquest. By that time, Drew Peterson already was involved with the then-Stacy Cales, who was 17 when they met.

After Savio died, there was a Will County probate case to settle her financial affairs. Well-known local lawyer Dick Kavanagh was the public administrator of Will County, a governor-appointed position. Simply put, the public administrator tries to find the fairest way to settle an estate after a death, among other things.
A will emerges

A year after Savio's death and the beginning of the legal proceedings to settle her affairs, a will emerged. It was submitted in court on March 23, 2005. Hand-written in capital letters, it was scrawled across two pieces of lined notebook paper and witnessed by Alex J. Morelli and Gary L. Marcolina.
A man named Alex Morelli is a Bolingbrook police officer, and Herald News archives show a man named Gary Marcolina is a developer in the Crest Hill area.

"This day March 2nd 1997 Drew Walter Peterson and Kathleen Savio Peterson, both being of sound body and mind, do hereby bequeath all of our worldly possessions to each other in the event of either of our individual deaths," begins the will filed with court documents.
If they died together, the couple wanted everything to go to certain people, among them Tom and Kris Peterson, their children, and Eric Drew Peterson and Stephen Paul Peterson, Drew Peterson's children from another relationship.

The will lists some of their assets:
• A Golden Rule life insurance policy valued at $100,000
• A Monumental Life Insurance policy valued at $125,000
• A Prudential Life Insurance policy valued at $308,137.59 -- "Beneficiary Merchants Bank Oswego to pay off note for Sud's Pub in Montgomery," according to the will.
• Bolingbrook Police Pension fund of more than $50,000
• A piece of real estate listed as 9 Clay Court, Montgomery
• The Blue Lightning Corp., or Sud's Pub, 1250 S. Broadway, Montgomery
• Da Page Corp., Fast 'N' Accurate Graphics, 87 Eisenhower South, Lombard
• A quarter interest in CMYK Corp., listed as a printing business in "Lombard-Naperville, " according to the will.

Division of property issues

The will names James B. Carroll, Drew Peterson's uncle, executor of the estate, according to a document filed in court by Kavanagh, who apparently had some concerns.

"After my appointment as administrator, I conferred with attorney Harry Smith with respect to the status of the property settlement portion of the divorce proceeding ...(He) advised me that there were three major issues with respect to the division of property ... 1. Whether Kathleen's estate would be entitled to any portion of Drew Peterson's pension; 2. The valuation of the business known as the Blue Lightning Corp., which has been sold with all of the proceeds going to Drew Peterson; and 3. The value of the house, and whether Kathleen Peterson's estate would be entitled to receive not only her one-half of the proceeds of any sale, but an additional portion of the remaining one-half as an offset for the cash taken by Drew Peterson from the sale of the (bar)," Kavanaugh wrote in court documents.

On April 8, 2005, Will County Judge Michael Powers entered a judgment in the financial aspects of the divorce case. It awarded Drew Peterson the Blue Lightning Corp. and all the proceeds from the sale of the couple's home, according to the court documents filed by Kavanagh. The judgment also mentions what seems to be a fourth life insurance policy.

"(It) provided that Drew Peterson would not be obligated to fund any college expenses for the minor children of the parties due to the fact that life insurance on the life of Kathleen in the amount of $1 million had been payable to the children," according to the document.

As part of the judgment, Carroll agreed that some money from Savio's estate should go to someone other than the four children. "The effect of the judgment was to transfer anywhere from $144,117.65 to $288,235.31 (one-half to all of the proceeds of the home sale) from the four children who were the beneficiaries of the estate ... to Drew Peterson," according to court documents.
Kavanagh didn't approve of that move, apparently.
"The actions of (Carroll) were not in the best interest of the estate or the beneficiaries," he wrote in a court document.

Digg Del.icio.us Facebook Fark Google Newsvine Reddit Yahoo Print Reprints Post comment Text size: The second investigation into the death of Drew Peterson's third wife and a new autopsy indicating she was murdered have rekindled smoldering hostilities between former and current state's attorneys and fueled a challenge to Will County's longtime coroner.

Kathleen Savio was found dead in a dry bathtub at her home on March 1, 2004, just weeks before she and Peterson would have finalized a divorce settlement. Her hair was soaked with blood, and she had a dozen small bruises and scrapes. An autopsy determined she drowned, and in May 2004 a coroner's jury ruled the death accidental.

At the time, then-State's Atty. Jeff Tomczak was gearing up for what would become an acrimonious and losing election rematch with Democrat James Glasgow. Tomczak, a Republican, had won their 2000 matchup with help from an army of political workers sent by his father, Chicago water department official Don Tomczak, but the rematch played out against the backdrop of Don Tomczak's federal corruption trial.

During that time, the investigation into Savio's death went nowhere, and questions about whether her case was adequately investigated have now intensified. Savio's sister, Anna Doman, said the family has long believed politics played a role in the investigation of her sister's death. Jeff Tomczak was supported by Mayor Roger Claar of Bolingbrook, the town where Drew Peterson was a police officer.

"I don't have any evidence, but it feels like it," said Doman, who had files of police reports, medical records and other documentation alleging abusive behavior by Peterson toward Savio.

"I kept calling the state's attorney and the police with all that stuff," Doman said. "At first they just said, 'Well, we're investigating, and if we need it we'll call you.' Then after it went through the coroner's office, they said, 'Sorry, it's an accident—case closed.' "

Coroner Patrick O'Neil, a popular official for nearly two decades, is facing a challenge from a former employee, Chuck Lyons, who claims O'Neil failed to handle Savio's case properly, damping whatever suspicion police or prosecutors may have had regarding her death.

Little is known about the extent of the original death investigation. Tomczak did not respond to calls for comment, and Glasgow spokesman Charles Pelkie said records of the case from that time are scant.

But two days after Savio's body was discovered, court records show, the grand jury, which investigates cases brought to it by the state's attorney's office, appointed an Illinois State Police sergeant as an investigator in a death investigation. While the records do not contain the victim's name, a source familiar with the investigation confirmed Sgt. Pat Collins appeared before the grand jury that day in connection with the Savio case.

The coroner confirmed the involvement of the state's attorney's office.

"Sgt. Pat Collins of the Illinois State Police obtained the assistance of State's Atty. [Jeff] Tomczak's office on March 3, 2004, in his investigation," O'Neil said in a statement defending his handling of the case. "Any criminal charges that might have resulted against any individual would have been the responsibility of the former state's attorney."

Collins declined to comment, and it's unclear whether the investigation was returned to a grand jury before November, when a special grand jury began investigating Savio's case and the Oct. 28 disappearance of Peterson's current wife, Stacy. Peterson has not been charged and denies involvement in both cases.

Glasgow learned of the Savio case as police investigated Stacy Peterson's disappearance, Pelkie said. "We don't know what occurred under the prior administration because [the case was] never presented to our administration," he said.

After Pelkie told the Tribune on Oct. 31 that state police had presented evidence to Tomczak's office, Tomczak filed a Freedom of Information Act request with Glasgow's office the next day challenging it to produce any documents that would "verify Mr. Pelkie's public statement."

Glasgow's office denied the request, citing investigative privilege.

Tomczak did not respond to requests to discuss whether he knew his office brought the Savio case to the grand jury.

Doman said O'Neil's office also was too willing to accept the coroner's jury's ruling of an accidental death.

"When it was over, we asked the people in the coroner's office if we could contest [the jury's finding]," Doman said. "They told us that unless there is some new evidence that comes up, it's done. We were fit to be tied."

Lyons, who spent four years as a deputy coroner under O'Neil, said the office violated protocol in the Savio case.

"Suspicious death protocols weren't followed, so the police didn't get triggered to do a bigger investigation," said Lyons, who is running as a Republican against O'Neil. "The state's attorney at the time was not notified to do a bigger investigation. So we lose the crime scene, because to the police and the state's attorney at the time, there's been no crime committed."

Lyons said O'Neil also botched the inquest.

"He never listened to the family," he said. "He had the family standing there saying, 'We think this wasn't accidental.' Besides that, he had an officer [testify] who wasn't at the scene. It doesn't make sense."

O'Neil, who called Lyons a disgruntled employee, said the protocol was not followed because the state police told them not to use it.

"The Will County coroner's office asked the state police if they wanted us to follow the suspicious death protocol, and they said no," O'Neil said. "I don't know why they said that. The police that are in control of the [death] scene, we have to follow their instructions."

Collins did not appear before the inquest. Instead, state police Special Agent Herbert Hardy testified that authorities were still awaiting phone records but that there did not appear to be anything criminal about Savio's death.

State Police Lt. Scott Compton said that Collins was on leave and unavailable and that Hardy "had the knowledge necessary to appear before the coroner's inquest." He said investigators followed agency procedure.
